Definition
A substance list is a maintained list of substances that are restricted, prohibited, or must be declared. It is the yardstick that a material declaration reports against.

Why so many?
A general rule like REACH touches every sector, but each industry uses different materials. A sector list trims the universe down to what actually shows up in that industry's parts, which keeps declarations short and comparable.
