Definition
A REACH article is an object whose shape, surface or design decides its function more than its chemical makeup. A cable, a screw and a phone housing are all articles. The same physical form is what the regulation cares about, not what the thing is made of.
The SVHC duties apply to articles. When a Candidate List substance is present above 0.1 percent by weight, Article 33 requires you to pass that information down the supply chain, and the same threshold triggers a notification to the SCIP database.
