Two REACH annexes carry the teeth of the regulation.
A substance here may only be used with explicit, time-limited permission granted by the Commission. With no authorisation, there is no use after the sunset date.
A substance here is banned or limited for specific uses directly. There is no application process; the limit simply applies.

REACH Annex XIV (Authorisation List, 59 entries) and Annex XVII (Restriction List, 79 numbered entries), compiled from the consolidated REACH regulation (Reg (EC) 1907/2006) and ECHA. Pareo maintains this by hand. Deleted Annex XVII entries (33, 39, 42, 44, 53, moved to the ozone or POPs regulations) are kept for completeness. Both annexes change regularly, so verify the exact entry, scope and dates against ECHA and EUR-Lex. A dash in the CAS column means a group or reaction mass, or that no single CAS applies.
This covers all 59 Annex XIV entries and all 79 numbered Annex XVII entries (deleted entries shown for completeness). Both annexes are amended regularly, so confirm the exact entry, scope and dates in the consolidated REACH regulation and on ECHA before relying on it.
