The Waste Framework Directive is the EU's master law for handling waste, and an amendment to it is the reason the SCIP database exists.

The 2018/851 amendment and SCIP#
Key point
Directive (EU) 2018/851 amended the WFD and introduced the duty that created the SCIP database. Suppliers of articles containing a Candidate List SVHC above 0.1% by weight must submit that information to ECHA.
This bridges chemicals law and waste law. Information that starts with REACH follows the product all the way to the waste stage.
